Johann Josef Scotti was a civil servant, publisher, and writer from Prussia. Johann Josef Scotti was born in Bonn and spent his youth in Cologne. After attending art school in Düsseldorf, he pursued a career in administration and military service. He married and had four children, and eventually settled in Düsseldorf-Unterbilk, where he died at the age of 78. Between 1821 and 1843, Johann Josef Scotti published laws and decrees of various territories in Germany, including the Holy Roman Empire and the Kingdom of Prussia. These documents, known as the "Scotti'sche Sammlung", provide information on the public law of the region and were recommended by the Prussian government for reading. Scotti gathered both unpublished and published material, including important documents and those still valid at the time, while excluding less important pieces or summarizing their content. Johann Josef Scotti was a member of the Kunstverein für die Rheinlande und Westfalen in the early 19th century, but resigned when he did not want to become the secretary of the association. He later rejoined the association and became an art writer. In response to accusations that the Düsseldorf Academy favored painters from the east over local painters, Scotti published a pamphlet refuting the claims, although it was not well-received by critics. He also published a book documenting the accomplishments of the Düsseldorf School of Painting in 1837 and 1838.
